Why do insurers exclude some people from coverage?

Insurers essentially function by pooling risk among their beneficiaries. While large numbers of people pay monthly premiums, most of these people use very little monthly care. Instead, a handful of chronically and seriously ill individuals file the majority of monthly claims.  If an insurer has reason to believe that you are likely to use a large amount of care in the near future, it may deny your application.
